What Is FORTRESS?

FORTRESS is a pioneering European research initiative dedicated to developing a scalable and efficient hybrid secure boot architecture. The project’s goal is to design a flexible Root of Trust that integrates both traditional and post-quantum cryptographic algorithms, ensuring long-term protection against emerging quantum threats.

Through a hardware-software co-design approach, FORTRESS will enable a smooth transition toward quantum-resistant architectures across diverse platforms, including embedded systems, edge devices, and Critical National Infrastructure.

By collaborating closely with industry stakeholders, regulators, and standardisation bodies, the FORTRESS consortium aims to bridge the gap between academic research and real-world deployment—strengthening Europe’s leadership in quantum-secure technologies.

Why FORTRESS Matters

The secure boot process is the cornerstone of cybersecurity, ensuring that only trusted and authenticated software runs on digital devices. Currently, this process relies heavily on classical cryptographic systems such as RSA. However, with the rise of quantum computing, traditional algorithms face potential vulnerabilities due to powerful quantum attacks like Shor’s algorithm.

To address this urgent challenge, FORTRESS embraces the Post-Quantum/Traditional (PQ/T) hybrid cryptographic model, recommended by leading European agencies such as ANSSI and BSI. This model enhances resilience by combining the proven security of traditional algorithms with the future-readiness of post-quantum cryptography.

Despite growing awareness, implementing quantum-safe secure boot solutions remains a significant technical challenge—balancing performance, scalability, and regulatory compliance. FORTRESS aims to fill this critical gap by delivering practical, efficient, and standards-aligned innovations that can be adopted across industries.
